If I'm making relish (water bath) and don't have enough cucumbers, is it okay/safe to make up the difference with shredded zucchini? Or would it be better/safer to only use one or the other?

I personally don't see any harm neither one have any acid content to speak of so that won't be a problem in the recipe and there are a thousand recipes for squash relish on line.
