I'm on Android and it works fine. You can go to apps, select your browser(I use Chrome) then Tap Storage, and then tap Clear cache. That might fix it.

It should be fixed now. I had the same trouble and figured it out. Crazy Gremlins' roaming. I don't think that it's fixed at all. It's still double when I am not logged in and now that I am logged in you can still see the shadow of a double header.
See the thin line of the second header at the bottom of the main header. It looks bad.You do not have the required permissions to view the files attached to this post.

That's a Gremlin I need to find, if I change it then other problems come up. It has something to do with a responsive page that will auto resize for different devices.

The thin line, here, is white. And, the header is now a mini one, not the old standard size.

When I delete cookies (which logs me out), Amazon sales shows up in a wider white bar below the header.
When I log back in, the Amazon sales banner disappears, and it goes back to the thin white bar.

I just filtered out phpbb navbar on my end with microblock. I don't have a need for that, it is already in the pulldown.
