Missing Buttons

Ok, right after I posted, when the next empty reply space refreshed, I see all 4 red squares on my post. But not on anbody else's in the string above me.

I've logged out and on and off and in and everything.
I do not see a place to turn reactions on and off and I know good and well I've seen it before.

Missing buttons? Control panels? Are we talking software or underwear?
