on site search won't respect "quotes"

on site search won't respect "quotes"
Is there a way to use the site's own search box to find phrases without it breaking down into individual words?
I was trying to search for "crop rotation" with search box and advance search box but it doesn't seem to respect quotes. Results for "crop rotation" puts out hundreds of hits with "crop" and/or "rotation" highlighted.
I am able to search the site with an external search engine (duckduckgo in my case) using the format
site:www.tomatojunction.com "crop rotation"
and then it returns only hits with the words properly in succession. I don't know if it finds everything though - each page probably has to be google bot-ed or whatever.
