Pepper Joe's homepage says it's closed 12/30 and 1/01 (don't know what happened to 12/31!). Didn't see that discount. 
Saw a 15% discount offered, that I've seen before (which still didn't reduce the prices enough!).

It's probably too late, but for future reference, Pepper Joe's does NOT have a very good reputation in the "pepperhead" world. Potential for poor/no germination, and seeds not growing true. Pepper Joe was a used car salesman from PA (Philly I think). He retired and turned the business over to his daughter, who carried on like her dad. I've heard she finally sold the company, but I don't know anything about the new owner. Maybe things have improved? Just an fyi.
