Small Lots of Seeds permit?

I've been browsing the Nikitovka website to make a list of seeds to order, and somehow came across a page directed at orders from the U.S. https://nikitovka.com/content/7-us-shipments
that says,
"U.S. Gardeners who plan to purchase or receive seed from any groups or individuals based anywhere outside the United States should obtain a Permit for Small Lots of Seed. It is free, good for 3 years and multiple uses, and the application is available online. It does not require an expensive, time-consuming phytosanitary certificate (additional service you have to pay for)."

It looks like Solanaceae (tomatoes, peppers, eggplants) are the seeds that need a phytosanitary certificate.

I ordered from Nikitovka over a year ago and didn't see this, and all my seeds arrived ok.

Is this a new requirement?
Is it a risk to order without a permit?
If I got a small-lots permit and also ordered tomato seeds, would Nikitovka refuse to include them? Or would they be confiscated?

I ordered tomato and pepper seeds from them in January of this year, I didn't have a permit or anything special. I got my seeds with no problem.

It is new. It was not there a month ago but they have been having problems with seed packages being intercepted. Tat has had a buy at your own risk up for USA citizens for a very long time, now with seeds hardly getting through and everyone complaining, she has put this up if you would like to purchase seeds from the USA. You have needed a permit to order seeds from abroad for years but most times they got through just fine and she did not require one. Actually I am glad to see this.

@eyegrotom if you have a permit you will get your tomato seeds.

I ordered from them on the 31, and it is showing out for delivery today. Pretty quick for them, especially with a war on.

There is also a seeds for the Ukraine people $9.99 usd donation package, to go to Irpin, Bucha, Gostmel areas in the fall. Not to be political hopefully, but those areas have seen much destruction. It may help a famiiy to have food to eat later. If this is considered political, I am sorry and please remove it.
